Locate "RC Cars\Scripts\championship.ini" and open the file with "notepad".
Then edit "DefaultCash (int)   = 100" to "DefaultCash (int)   = 100000000"
Then save and exit.
When you create a new player you will have lot of money.

More cars:

Note: This procedure involves editing a game file; create a backup copy of 
the file before proceeding. Use a text editor to edit the "championship.ini" 
file in the "\RC Cars\script" folder. Look under the "Cars Information" 
heading and change the "IsEnabled (int)" value for the desired car to "1". 

More tracks:
------------
Note: This procedure involves editing a game file; create a backup copy of 
the file before proceeding. Use a text editor to edit the "championship.ini" 
file in the "\RC Cars\script" folder. Look under the "Level Information" 
heading and change the "IsOpened (int)" value for the desired track to "1". 

Cheaper tracks:

Note: This procedure involves editing a game file; create a backup copy of 
the file before proceeding. Use a text editor to edit the "championship.ini" 
file in the "\RC Cars\script" folder. Look under the "Level Information" 
heading and change the "AccessCash (int)" value to "0". Any track can now 
be unlocked for free. 

Free race fee:

the file before proceeding. Use a text editor to edit the "championship.ini" 
file in the "\RC Cars\script" folder. Look under the "Level Information" 
heading and change the "RaceTariff (int)" value to "0". Any track can now 
be raced on for free. 

Cheap upgrades:

change the "RaceTariff (int)" value to any desired low number.

file in the "\RC Cars\script" folder. Look under the "Level Information" 
heading and change the "Place1 (int)", "Place2 (int)", or "Place3 (int)" 
value to the desired amount of winning money.
